In the UK and France judges were actually told to consider milder sentences for minorities due to them over representing the prison population. A German judge who was known for his take-no-shit sentences against violent crimes (in one case he sentenced two Lebs to 8 1/2 years each for robbery) had a Verfahren started against him for going against Bundesjustizamt guidlines and being too emotionally vested in certain cases hampering his ability to be impartial...
