Working theory -
no so i actually personally think this is more about having an easily accessible brainwashing programme than actively trying to brainwash as many as possible.
So more like, if you are a paedo and you get hold of some kidnapped children, you can lock them in your house and make them watch these kids videos every day, possibly while you are abusing them and torturing them.
So you make them watch the kids videos over and over again every day, no other input until they are mentally strung out. Then you push on to the activation videos hidden within the same playlists, and you have created your own sex slaves in your own home without any other outside connection to anyone, so no links to be discovered by the feds, you are an independent paedo cell with the entire manual at your fingertips.And because they see who watches the activation videos, they can quietly monitor you and look to pick you up if you can be blackmailed.
This would explain the view count, if these are being constantly played over and over agin to kids, and also the fact that they are all linked in playlists so you can just turn it on and go out for the day, leaving ur kid in a cell with that as the only input.
Obviously i have gone quite far into the realms of speculation, but it is at least a logical working theory....
