That's a huge part of problem, no one knows what's going to happen because we now have a perfectly balanced tripolar system: center-left(PD, centrists,a gazillion of little commie parties), M5S on their own(they're the biggest party) and centre-right( Salvini,Berlusconi and Meloni even though Berlusconi lately has been very pro-EU and it's straining this alliance and also he can't personally be a candidate because of legal problems). The new electoral law that's brewing is mostly proportionall and this means unless a coalition gets at least 40% no one is going to be able to form a government. As of right now, the most likely scenario is no one winning the elections leading PD and Berlusconi to form an alliance to form compromise government to pass the financial law we need to pass every year as dictated by the EU

Yeah,a huge part of the problem is our unsustainable welfare. It worked really good until the 80s because we were still on the high of the economic and demographic boom, but when all of that stopped it started creating a huge national debt leading now to more than 130% of the GDP.
