because anytime a white person does something it's usually a lone crazy or racist, who isn't attempting to use the violence for political gain, but rather is just being an idiot.
BLM and Muslim terrorists however, are organized movements attempting to further their political agenda. While both comparisons use violence, typically a lone white person doing it is more lack of impulse control than calculated efforts such as legitimate terrorist attacks etc.
Also to answer your question more specifically, white can be terrorists. It just tends not to happen as much, and there are no notable white terrorist groups in the US currently
