The population jump is most likely due to a law change. In my city the department no longer enforces drug paraphernalia laws. If a chud is found with paraphernalia only, that doesn't have a usable amount, they can't be charged. I know this because I'm tasked with enforcing these shitty laws.

I live in the SFV, specifically in Van Nuys. There is a ton of homeless, see them everyday. It's not like they didn't exist in the past, but there are literal tent cities down teh street. Actually within walking distance some guy lives in a wheelchair and goes to sleep with the wheelchair on its side with a blanket on top of it.
It is the usual mexicans, some of them are illegals as well. We get knocks on our doors time to time from illegals who want to sell us bags of chips that they bought from Costco.
