It's only going to show hops with devices that respond to ICMP echo requests. You'll often get time outs on hops even if the host is reachable. The last hop before timing out having "comcast" in the name doesn't really tell you much.

That last hop is a local node server. Any other trace shows a route going through the same server and then into Comcast's backbone before being sent out to its final destination. So even if there was a server down the line that was blocking ICMP, the route should get further than it is. The only possible explanation for pic related that isn't "Comcast is doing something to the traffic" (deliberately or not is still very much up for debate) would be if archive.org was on the same node as me. They are not.
Because the route to blog.archive.org works just fine. Comcast is effectively IP blocking archive.org. Now the question is why?

No that doesn't tell you anything. Try doing a tracert to something weird like amazon.jp. You'll find a ton of the hops time out. On mine, it goes through a Comcast server, then the next 5 hops time out before hitting some Amazon AWS server, then goes dead again. The site still works fine for me.

Tried it on my phone, if you look at the signal, lte will load the website, and wifi with Comcast isn't loading shit.

Also kinda weird how someone unplugging something could cause only a single IP on a given network to start timing out. That'd have to be one hell of a tactical unplug.
