The rich want more money, so they spend more in the hope to earn more. The money is distributed as salaries in the form of a budget and the poor can accept the work to earn that money. Get some skills in it and eventually decide to use their own earned money to create their own company and make more money and hire people to earn more money.
2nd option:
Take the money of the rich, distribute it equally among all people. Everyone has 200 bucks to spend. And no-one has money to spend on the creation of a company. Economic collapse.
