I watched this and never picked any of that up. The "Mexican" girl was his blood daughter and looked pretty white. She was in Mexico because that was the only place where they could legally operate an unethical mutant training center where they starved kids of their childhood.
Also about wonder woman. The male lead was not a bumbling retard he was smart, good looking. Had alot of scenes. The main villain was a woman. No way was it as bad as the other shit like ghostbusters.

In a bleak dystopian future, almost all mutants have been eradicated by an authoritarian US government.
