I get that when it's in populated area's, but if it's a law in rural areas it's a bullshit law. The not being able to collect rainwater is crazy. I have a waterbarrel in my garden that collects rainwater from my roof, to water the lawn in dry times.

So here in the Netherlands is legal to buy weed, but it's illegal so grow weed.

So what you get is all these ordinary citizens that grow weed on sneaky their attic, because it's highly profitable. What you get is indoor weed farms (it's estimated that one of these is found in every street in my country).
