For people who dont know, reverse 911 is sort of like an amber alert that gets sent out to your phone. Lets say there's a shooter on the loose for instance, everyone's phones with SMS will get an alert about it. Its the same thing that some states do when a kid is abducted and they are looking for a specific vehicle, you get a text telling you what to look out for.
Really confusing to see it called reverse 911 but its basically the 911 emergency system sending out a mass text to everyone on the network with an active cell phone.
What was it for? Not a clue. Very bizarre that a reverse 911 message would go out about a shelter unless there was like a surprise hurricane about to hit and they wanted people who were out and about to head there if they couldn't make it home...which isn't the case. Could be an accidental message or someone hacking the system and trying to spook people.
