Youtube payouts are based on both how many views you get and how long viewers watch a video. To maximize profit, you need a long video and an audience who will watch the entire video. Who is the perfect target market for this? Children. Your average American child has access to a tablet or something similar where they just watch videos on auto-play. So they make 10+ minute videos of adults running around in costumes of popular children's characters with some thin plot that only exists to keep children from clicking away.

Next comes gaming the searching algorithm. There are multiple channels making these videos, and they all comment and recommend each other's videos. The result of this is that once you watch one or two of these videos, your suggestion feed in the autoplay is dominated by them. Think back to the child mindlessly watching videos on autoplay. They watch one of these videos and suddenly become a money making machine. They also pack the videos with keywords so basic searches like "frozen elsa" bring them up.

Some of these videos have veered off into fetish-y territory, probably due out of boredom and a need to stand out from the crowd, but the bottom line is just making profit off the youtube system through dumb kids.
