Could easily just be on the orders of a more senior Police officer on the spot, rather than the government. The police see 'community relations' as one of their roles, and this would fit with that. The police have pulled worse shit than this without needing central direction - GMP were using 'tanned' in publicly released descriptions of non-white rapists, rather than saying person of asian of middle eastern appearance years before the 'tanned German' meme took off.
Whatever..the order came from high up. It at very least implicates the chief of police and I highly doubt she acted alone during the aftermath of such a huge terrorist event. She almost certainly will have been directed by Westminster on what to do.
