If France is to become a police state, then wouldn't terror attacks be beneficial for the people behind it to reach the goal?

I posted this to the previous thread, but apparently ISIS sent a telegram to France threatening a large attack if they don't comply to demands, which they had listed. The demands are asking a lot, so complying obviously isn't an option.

That means that if the threat isn't a bluff, there may be a large scale attack in France on Thursday or at least during this week (user talking about it in another day gave the day).

I have my doubts of the likelihood, but then again what's there to stop an attack? Either it's going to be debunked, the attackers are stopped, or it happens.
