Usually when people engineer socially like this, it can lead to terrible effects. Stalin's Russia is a good example. Public works projects that served no purpose, stuff constructed that never had real purpose or value. Towns created that eventually settled back into the dust.
There is no bottom up approach to this. People are not flocking to cities nearly to the extant that they are building them. People are being forced into this. As a result you will see consequences. They are trying to take hundreds of years of development and squeeze it into one to two generations.
