He told the Saudis the weapons deal was contingent upon their cracking down on Gulf State sponsored terrorism. Since they won't BTFO themselves, their only real move is to isolate and destroy Qatar while provoking Iran. The Saudis don't have an advanced enough society in general for them to produce weapons and munitions within ther own borders, their survivial is completely dependant on Western supplied arms.
