Nobody understands. We don't have any policy at all. They come, they work, some of them develop lives over twenty years. Perhaps they thought they would go back one day and then decades later decide that their life is right where they are. So they hope that a president will grant them amnesty some day. We literally have no system it's just a mess for all involved.
