He played it off as this song sort of mocking his role as a folk musician for hire (monkey, plywood violin) but there is so much about spycraft in there.
I guess that's one interpretation. It was written in the Reagan era, and at the time we still had east and west germany. Berlin was a focal point of politics at that time - about a year or two before the wall came down
