Everything with a heavier warhead is easily armored against them, easier than against gun/rocket based CIWS systems at least. All you need is a bit of ablative coating and good insulation. Look it up, the SS N 19/P700 got titanium armor, that sure as hell is heavier than what it'd take to protect it against lasers. Being "at war" legally isn't really a thing anymore since declarations of war are a completely out of date concept no one uses anymore. That being said, Israel and Syria are hostile, though not in direct combat; Israel reserves the right (which it exercises) to bomb Hezbollah targets in Syria, however.
