I think a good solution would be a referendum in herzegovina and parts of BiH that are either croat or serb majority. Russia will probably support serbs that want to join serbia, while Croatia has a large enough military to shitstomp BiH if it comes to a conflict, as BiH has no fighter airplanes and a military 10 times smaller than croatia
