This was Comey's scheme. He would never open an investigation against a politician with the intention of charging them with anything. He did it with Hillary. Then when it was sure that she was going to be the next President he reopened the investigation so that he would have leverage against the incoming President. Since that didn't turn out as planned he had to open the fake Russia investigation against Trump. Comey thought having leverage over Trump would protect him but Trump didn't give a fuck and definitely didn't appreciate being extorted. Comey just used his fake investigations against politicians to protect himself and get what he wanted.
The whole honorable good guy thing was just an act. If Comey was honorable he would have just close the Clinton investigation honorably. If he was honorable he would have told someone about all the things he claims Trump did before he got fired. If he was honorable he wouldn't leak to the press.
