well yeah, of course they're doing better now than before. Almost every single country is. The problem with Russia is that it's still completely reliant upon oil export or some other form of raw material export, that's why the growth rate is phenomenal when oil prices are high, and then shit when they're not. 43% of the government's income comes from oil. They have utterly failed at diversifying away from export dependence, and have utterly failed at creating any new form of industry. This is probably why they're so much more reliant upon international trade than us. You have a point that Germany can be considered an "economic giant, but political dwarf", but when a country as tiny as South Korea has a greater GDP than the largest country on Earth, there's something wrong with Russia too. A mix of Russian/culture + their government is probably why they consistently do poorly, and why I don't want the U.S. government to start praising/emulating them.

GDP and GDP per capita are not reliable measures of well being and economic "success", they are just measures of growth.
