Because global warming is, in part, causing it. Rises in global temperature are causing farm lands around the equator to become more arid, which results in lower crop yields. Think of the American dustbowl in the early 30s. People can't make a living off their land, so they migrate to make money elsewhere.

The reason for the overhyped man made hysteria is to control industrialized countries and have the authority to restrict their GDP. This is what the UN seeks. You want to cut emissions by 5, 10%, you restrict it's production respectively. You can also tax companies and living people for merely existing, nobody will be free.
In short, it's an attempt by the UN to have control over sovereign nations, tax them, and control the means of production. If it wasn't, we'd be building nuclear plants and cutting emissions by 40%, but were not. Why? Because the issue isn't as dire as they claim, otherwise we'd be forced to build nuclear everywhere as an act of preservation, which they claim is true, however, their solutions are not helping, simply giving themselves more control and money.

And where does that "local heat" go? Does it just disappear?
