I can see, but my thinking is that you don't get the right to vote until 25+, unless you've done a three year conscription service, from the age of 18, and get the full suite of citizenship rights after.They wouldn't be able to apply for college or work anything other than basic jobs until they served. The conscripts would be used only if the nation was directly attacked. I can see the potential downsides of my thinking though.
