I know this is just anecdotal but as far as the buying clothes on sale thing goes I always see the opposite. Poor people spend $120 on jeans just to look like shit while the rich either have clothes made or buy very cheaply. The difference in how someone's clothes look it largely about cleanliness more than how expensive something is.

A cultural difference here is that it gets more formal as you go east. In California you can wear jeans to any restaurant, in but New England you must wear dress pants to nice restaurants.
