In my Opinion Brussels is more invested in the survival of the EU as a political entity than it is in the interests of the various peoples of its member nations. Creating an EU Army in place of national Armies would endanger the pricipal of national sovereignty. Remember that the US States had the right to secede before the Civil War. The EU might also decide to rewrite the rules after they get an Army.

I think a much better solution would be to create a joint high command which could be granted control of the national armies in times of emergencies. Furthermore I believe that it would be ok to create a European Navy, since ships can't really be used to quell revolts and occupy countries.

I had quite a lot of German friends who I considered to be reasonable people that stopped talking to me after the Brexit vote. They didn't even know which way I voted. Lived in Germany (and Austria, Liechtenstein and Switzerland) for years on and off. The Germans have taken it entirely personally.

You can transcend borders. You can send troops wherever you like in the political bloc to support the ideals of the EU. Look at their plans for sanctions against Austria in the 1990s.
