Money spent on the campaign does not vanish into thin air, but is paid to people who can do with it as they please, including donating to these efforts. A candidate's chance of winning is tied with how much money they spend, since people are stupid and form opinions by exposure. Ossof did not know beforehand that he would lose. Therefore, had he won, he would have had the opportunity to donate far more than that to those causes. That is why people spend money running for office rather than donating to charity up-front.
