it literally was liberal propaganda, though. It's the longest running PBS children's program. The black character, who celebrates Kwanzaa, is called "Brain" and is the smartest of the bunch. The bully character (likely depicted as white) dances ballet.
The little sister DW gets away with whatever she wants, and when Arthur strikes her ONCE it is seen as the worst thing ever. She gets off easy on everything, which encourages little girls to act the same because it's what the people on TV do.

The character of Arthur represents the average white American boy: nerdy, weak, and complacent. At least the show tries to get kids to go to the library, though.

That's not really the problem, many kids shows use animals in place of actual kids in order to present social scenarios in a "safer" context. The show actually humanized the animal characters considerably, since the show was inspired by a book series.
