The cartel problem really is a US problem. Americans are the ones buying all these drugs. The CIA probably has their hands in the drug trade as well, that's the reason why they have been in Afghanistan so long, for the poppy fields.
Even if Donald Trump wanted to declare war on Mexico- I doubt Congress and the people would allow it. We just have to accept that Mexico is our bad brother to the South, and build a wall to keep them out.
And Mexico really isn't as bad as most people make it seem either. It is a rising country, it does have a lot of potential, and it is attracting Asian investment.

The US contributes to the problem, but Mexico will always be a violent shithole. It is filled with Aztecs and other violent superstitious savages, one excuse is as good as another for them. I definitely agree with this. Go into satellite/street view and fly around some mexican cities that aren't directly along the border. It doesn't seem that bad there.

Also stop living in your fantasy world, in real life it's a lot harder for an armed revolution to break out nowadays. Besides, foreigners always think cartels are some kind of robber barons you know exactly where to find, when almost always their leaders live in secluded compounds or keep low profiles, their underlings, including hitmen can be anyone or look like anyone. It isn't like there's a definite, visible target to strike at, this is crime, not some video game fantasy. You might as well ask why Americans didn't rise up in arms when Al Capone and the mafia were running around.

They actually had some success and were instrumental in breaking up one of the worst cartels, but the government got spooked by a bunch of armed people openly making their own law and disregarding institutions. They went after them and a good chunk decided to put their guns down rather than face more trouble, most of the rest were infiltrated by cartels/took over their business or fell to infighting. Nowadays nobody really knows what's up with them anymore. Also their original leader was just released from prison.

There are a lot of Americans moving down to Mexico for a better life. Mexico has great beaches, culture, a tropical climate, and food. A lot of Americans who move to Mexico say that they actually feel more free in Mexico than the US. They do have a more laissez faire approach to capitalism than the US does. Their healthcare system is much more affordable and fair.
In some ways, Mexico is still like a frontier country with a lot of potential. Europeans moved to America in the 18th and 19th century because they were fed up with the laws and taxes of Europe. And many Americans are moving to Mexico because they are fed up with the laws, taxes, and costs of the US. They are moving to Mexico for a better life.
