If you guys are actually interested in doing this, you pick an unincorporated town somewhere in the US. The Southeast is your best bet due to low prices of both property and items.
You develop the unincorporated area and then you can apply for incorporation (becoming a town/city), and then there you go. Or just remain unincorporated and do things the old fashioned way.
Also, by having it in the Southeast, you won't go astray of gun laws because we have none.
