No, they are not. They are just granting that they have standing to sue, not an automatic pass. This whole case up until now (9th circuit, 4th circuit, Supreme Court) isn't a judgement on the merit of the cause, just a debate on who has standing to sue and which measures can be taken to prevent irreparable damage.
The Supreme Court dramatically narrowed who has standing to sue and in whose behalf. Considering aliens aren't under the jurisdiction of US courts they can't sue themselves so only a person inside the US can.
States claimed they were suing on behalf of hypothetical aliens, all of them, that if denied entry would cause them irreparable damage. SCOTUS shut that down.
Family members claimed they had specific family members affected by the travel ban. SCOTUS agreed they had standing to sue (not that they could enter, that depends on if they can win the case).
States claimed they had specific workers affected by the travel ban. SCOTUS said they had standing to sue (not that they would win the case).
All in all it's judicial sanity restored. The travel ban applies to all aliens from said countries, that would be denied entry preemptively while peoper vetting procedures would be put in place. SCOTUS said that's OK.
SCOTUS also said the fact the injunctions blocked the other measures included in the EO was not ok, those being
