1) Reorganize the states into geographical and cultural regions instead of the rather arbitrary borders they have today. Maybe something like East Coast, West Coast, South, Texas, Midwest and Central USA, Alaska, and the Islands (Hawaii and Puerto Rico).
2) Start a policy of immigrating blacks to the South (where a disproportionate # of blacks already live).
3) Make the regions separate fascist nations, that cooperate together with a loosely binding economic and military agreement. It won't be like the EU is today, but rather much like what Mosley imagined for Europe.
4) Enjoy your new fascist nations. Recreate the Iron Brigade and Rough Riders (cause why not?).
