it doesnt, this was a recent law that was due to take effect july 1st, 2017.

sales and transfers and importation and construction of magazines greater than 10 rounds was already illegal in california, but they allowed people who legally owned >10rd mags before Jan 1, 2000 to keep them "grandfathered" in. the new wave of faggotry gun laws the libshits passed last year here in CA was going to destroy the "grandfather" clause and make ALL possession of magazines illegal and mandated them to be surrendered, destroyed, or removed out of state

and the judge in OP didnt overturn the law, we havent won yet. all he did was issue an injuction barring the law from taking effect on its intended July 1 2017 date until the ongoing fight in court can be resolved. (it is currently being challenged by several pro 2a legal groups)
