Not necessarily, Maduro had the opportunity to change the hydrocarbons law back in 2015 when they had the parliament majority required to do so, allowing russians to exploit all the oil fields just like they are already doing with gas, venezuelans always asked for oil fields to be exploited but nobody really wanted to invest in here after government expropriations of several oil companies and bad incentives to do so. Government now wants to give up everything to the russians, allowing them to put the conditions on how these oil agreement will be done. That's totally bad for all of us knowing that we will lost our sovereignity upon strategical commodities, and pretty much the government will allow russians military bases near the oil fields soon. We are protesting against the dictatorship Maduro's resign, elections and humanitarian help.
