He looked out for his own country, instituted populist reforms that helped the common people, kept a swarm of migrants from fleeing to Europe like they are now, provided healthcare, education, electricity, housing, etc. for people in the country, made sure that women were treated fairly and not like absolute shit, and kept Libya at a very high standard relative to Africa.
He was also avowedly secularist and prevented Muslim extremists from exerting too much power while in control.

Religiously moderate socialist-leaning fascist, but he worked with (non Islamic) extremist terrorists when it suited him. He made Libya wealthy and influential, and kept the savages out of Europe. We deposed him few years ago and since then many "refugees" have came from the areas he originally would have blocked off. Hero by Libyan standards for sure.
