If cops are so racist, how come they don't target Hispanics unfairly too?

No. They are targeted by the police because of their ethnicity. As well they should be. When 10% of the population commits 50% of the crime that sub-population gets targeted.

More crime occurs in black neighborhoods, so cops spend more time there. This does mean cops target them more often, but that's a fair side effect of all the murders. The real problem is that the justice system is so much more likely to convict them. That one doesn't have a good explanation other than racism, but I don't know how to fix it.

They are because its better to be safe than sorry.
