I always saw this as a false choice, law. If it shallow enough that you can wade, why would it overturn if you roe? Is the oar hitting the bottom?

If they HAD to take responsibility, the African American community would collapse in on itself. Unless more liberals laws and handouts were to happen, and ASSUMING whites wouldn't have to take responsibility for their negro neighbors, it could work out beneficially.
