A lot of this is definitely political though, like wanting genetic engineering or eugenics. We could also talk about programs that were amazing and got stopped for political reasons, like the US Space Program at its height, 20th century forays into eugenics, NAWAPA or GRAND or other amazing infrastructure projects that never panned out, megaprojects, etc.

Basically you set up a system of aqueducts and reservoirs across the country and connect them together with pump houses, so when you have a flood in one area you turn on the pumps and start pumping the water out as fast as you can and send it across the country to an area that's having a drought. Link in some desalination plants on the coast and we could have the system constantly filling our reservoirs across the country.

That would effectively end the damage caused by droughts and flood and would save hundreds of millions of dollars every year.
