He is saying that short barrels vibrate less, basically. How much this affects accuracy is debatable however. And not all barrels in all guns vibrate equally. Longer barrels are still usually more accurate. Although it really doesnt matter, nobody here is a fucking sniper shooting at 500 yds.

Longer barrels give you higher muzzle velocity. Velocity and spin of the bullet is what gives you improved accuracy and longer ranges. Barrel length, twist ratio, ammo grain & quality are the most important deciding factors in effective range and tighter groupings outside of personal skill.
The M4 style carbines are not designed to shoot slow heavy rounds, the main reason 5.56 is so effective compared to other rifles is they are light but extremely fast. Their ability to temporarily cavitate and tumble inside the target makes them especially lethal.

Not necessarily. Most higher end longer range rifles have room to oscillate even if you stabilize the body of the rifle on a fore grip, magazine, or bi-pod. It's called a free floating barrel.
Essentially you are just dampening the recoil and making your rifle effectively weigh less to you so if anything it improves your accuracy.
