I think we should have a test of public position before people vote for Congress. They shouldn't be allowed to vote if they don't know their candidates' stances on issues. A simple multiple choice test with a question for all popular topics like asking if a candidate is for repeal of subsidized Healthcare in 2018. While the left hates tests because of pre-civil rights act era, it would still be good for meritocracy to have practical tests.

Actually no. Ohio, WV, Maine, Nevada and Alaska need tthose medocaid dollars. If a senator from there voted to take hundreds of millions out of their mediciaid budgey they would be gone. A full repeal is not going too haplen because the states that expanded medicaid are used to the extra money
