To solve this, Repeal everything but the Medicaid expansions. Repeal the regulations, the public option, the taxes, and the mandate. Only leave in place the Medicaid expansion and try to slow roll the expansion like the previous bill. We've done Medicaid expansions in the past, and this will turn Obamacare as an Act into just a Medicaid expansion. That will effectively place us back in the old system before Obamacare. Pre-existing conditions and the 26 yr old exception are a different matter. Will probably be left to the Replacement effort.
