You should look into something called education.

The problem is that we lack the technical knowledge and academic initiative in several fields, such as pharmacy, biotechnology, etc.
So bringing foreigners that are well-versed in such fields and giving them the economic incentive of being part of the company, could help El Salvador the give a jump forward.
Meanwhile salvadoran students and young graduates could train under these foreign scientists, and acquire that "research spirit" that unfortunately isn't well developed here.
