To an extent. You need a tight-knit community and people willing to help their neighbors when you don't have a state gibsing out everything.
You need to have all your citizens on at least a decent level of intelligence and work ethic (no populations of low IQ) and they need to all believe in similar ideology (No Sharia Law if you've got white Christians).
So it works at a multi-racial standpoint if your citizens have a decent baseline intelligence, but does not work multi-culturally if there is not a high level of homogeneity and trust among the citizens, at lease ideologically.
