The answer is to make it worse here than it is there.

Unfortunately the Mexican government has thrived on a system where it can maintain power by allowing the people dissatisfied with the government to move to the US. They never have to feel threatened by being ousted by voters because the people who would vote against them left years ago.

This means the Mexican government has EXTREME motivation to get people out as fast as possible. The only thing we can do is mitigate the people coming over. We can only treat a symptom of the problem and not the root of the issue (Mexico's government) without doing some really shitty CIA stuff, which is impossible as the CIA likes Mexicans because they vote in authoritarian governments.
