I've worked with the organization as well as a few unaffiliated ones and it varies. From my experience, the cub scouts are almost exclusively white. Troops here go to schools to recruit for the BSA, but only for 5th and 6th graders. First year scouts are usually the least white but white kids are much more likely to stay in for the long run.
Church groups vary a bit but they are mostly white too. Probably because the churches themselves are mostly white. The only 100% white group I deal with is full of Mormon boys.
