A 100% inheritance tax effectively exists already for a large portion of the US. The poor are forced to pay into social security instead of saving and investing their money themselves. Then if they die before getting out what they put it, the government keeps the extra. Had that money been in a privately owned 401k it would have been inherited by the children of that poor person, but because their retirement money, their assets, their net worth is already in the government's hands it just keeps it.
