A branch (Trafikstyrelsen) of the swedish government outsourced the IT management to IBM which used subcontractors in Serbia and some other non-EU country without doing background checks on those employees thus breaking swedish law. Then several people in government knew about it for 1.5 years without telling the prime minister (allegedly).
They broke swedish law knowingly as well as they wrote an executive order or more like an executive approval for circumventing the laws in question.
