Generally, the civic ideal is that American politicians dress nicely and formally, speak eloquently and intelligently, are courteous to other legislators and constituents when they interact with them, act gracefully, and don't run around doing vulgar, rude things in public. This is generally true for nearly every Congressman/elected official/high ranking civil servant who isn't a pariah.
