Its literally the only region of the US i've seen highway maintenance do maintenance on the roads. I have a holiday home in Vermont and regularly drive from Boston. The roads aren't fantastic but they aren't terrible like many other regions.

I'm no engineer, but just by looking at it I see tunnels in the bottom part of the picture, tunnel in the right, tunnels in the upper left corner.
Upper right corner looks like a mountain (good luck building there). So while under normal circumstances it would make sense to do a cloverleaf or turbine, notice that these are not normal circumstances. It very well may be that it was simply not possible to follow the regular intersection designs - unless they blew off the mountain itself.
I suppose one just has to go by the sings as one's sense of direction will be hampered anyway by the fact that driver will most likely emerge from a tunnel, drive through the intersection and end straight up in another tunnel...
