Any type of security measure(cops, jails, mall/school rent-a-cops, home alarm systems) would be cut by at least half for example. You could do this with innumerable things. The money is not a problem at all. Either you raise taxes to pay for it or you cut spending. On top of all of that, You have to consider the enormous amount of money we waste on these people and subtract that from the money we pay them to leave.
