We settled this in the 1860s. States cannot leave the Union. The Constitution allows for states to join but does not have a procedure to leave. The Supreme Court ruled that the Civil War is actually a precedent so any state wanting to leave cannot do so.
There are two ways to actually leave: first would be to amend the Constitution to outline a procedure for leaving or explicitly stating that a specific state has been granted independence. The second way is by declaring war on the United States and actually winning.
A state referendum in no way binds the United States of America to allow a state to leave.

is correct. Vote won't matter, succession was ruled unconstitutional by SCOTUS in 1869, Texas V. White. It would literally require violent revolt. With Miramar and Coronado island nearby, the US military presence makes revolt improbable.
